Just upgrade a good machine a bit.

I think my PC is good; here are the specs.
Where can I spend my money to upgrade it a bit?
On the RAM and GPU side I have some bottlenecks.

depending on what youre playing you could just upgrade the gpu. That cpu is still pretty decent for how old it is. competes with ryzen 5 5500/5600 sometimes.

The only thing to change is the video card

Depends on what exactly you're trying to do here. For gaming, you could go decently far with a GPU upgrade, though you will need a CPU upgrade to see much more than 60fps in newer games. Could see a RTX 3070/80 or equivalent doing pretty well with a setup like this provided that you have a 1440p main monitor.
Though for productivity, upgrading to a modern DDR4 platform such as AM4 or LGA1700 would be my choice.

The hardware is pretty old, everything is worth replacing.
What are you using the PC for and what is the budget?

How much money, and for improving what? Gaming performance? Any particular kinda games you care about?
