ULPT: How can I make the responsible party’s life miserable?

What title says.
Basically got into a car accident, the at fault party never answered to their insurance and as a result, claim got denied. Police report filed but has been months and still nothing. I have his full legal name and license plate and his policy number (insurance).
I don’t have the means to go through with my insurance (deductible) to pursue them in court. What should I NOT do?

Do NOT send an email from a throwaway account using their name and address to sign them up for Christian Counseling at a church, containing a confession that they have sinned and harmed an innocent person in a car accident where they are at fault and they are desperate to get right with God. And do NOT join that church in their name.

Definitely don’t call and cancel his insurance. You’d probably need some additional information to do that, which you probably can’t find online. So there’s no way to get that done.

Definitely don’t order some kind of sex toy online that would be embarrassing to them (theoretically a gigantic dildo and Anal-Ease lube) in their name, but ship it to a neighbor’s address, declining the “inconspicuous” packaging option.

be a shame if you paid like the $5 to run the license to get all the deets on all of them... like address etc. then you got the gold..
NOW UNETHICALLY find them on social media see if they are in a relatioship or married if so mail them flowers saying that you had a fun time on the date and random female name.
Make their car suck and pour fish fertlizer/fox piss in the vent
Put something in their tire valve for the slow drain.
List random things at their house on craig's list with shitty times to pick up and say dont' call just come knock
Mail their a certified letter about the accient and say that you will go through your insurance if they do not. (doesn't matter if you do or not.. but might be worth talking to your insurance more about what you can do.. BUT THATS ETHICAL)
