Power supply needs to be drained before turning on

Having issues with my pc I have to turn on and off the switch on the power supply and wait until all lights turn off on motherboard every time I go turn it on Specs MotherboardB650-E WiFi Cpu Amd ryzen 7 7800X3D Ram 32 gb 6000 GPU Radeon RX 9070xt red devil Power supply Corsair RM850
I have tried turning off fast start on bios reseating ram checking cables to make sure there is no connections shorting the power supply Just rechecked all connections and reseated all components even the cpu I just repasted As last ditch effort I’m posting here

UPDATE I have replaced the power supply and problem still persists

You might not be getting a good ground. Is the PSU plugged into a power strip/surge protector? If so, try plugging it straight into the wall and see if that helps. If this doesn't work then try another PSU and see if the problem goes away.

I have it plugged into a ups do to storms usually taking out our power I tried the wall last night and it didn’t change anything heading to micro center after work today to pick up a different power supply

Have you tried removing the front I/O connectors and just turning it on by shorting the power pins? I do recall having a similar issue that was resolved by a bios update. If I remembered correctly the bios was flashed but it was like a sudo fail flash and required reflashing.
Does the board show any digital readouts or post lights when you’re trying to shut down?

No read outs or codes but one thing it does it makes a very loud click sound now when it turns off

The clicks are normal both my Corsair RMx PSUs do that. You should have warranty but wouldn't hurt to pick up a new one from Amazon so you can rule out and move onto the board next if doesn't solve.

More than likely the PSU is failing. Just replace it before it fries your motherboard and some other random components.
Source : me. Had a server that behaved similarly. Eventually the PSU let out a loud pop and some white smoke. Fried the motherboard and a ram stick on its way out.

Yes correct if I hit the power button it does nothing until I switch off the power supply and let it drain

Sounds to be either your PSU then or your Motherboard isn’t receiving a good connection and restarting the cycle. If you have an extra psu id start there. If still happens would be motherboard probably

This is what I’m suspecting also just don’t have a power supply on hand without ripping apart my gf’s pc and extracting hers

Hmm it’s something, can buy one and try and return it after too. Also how old is the system, psu etc? Has it always done this or new?

I bought the psu on march 6th of last year I picked it up with my 9070xt on release day this is a new issue I haven’t had issues until yesterday
