That's actually not the place they operate it from. They use them from inside bunkers or forts .. the position you see in the background

If I’m seeing this right, is that a scope in front of the gun shield and a screen behind it? But did the gun shield even provide enough protection for this to make sense?

Depends upon range, in theory it should protect from round fired from afar.. and if the soldier is already within like 200 meters of the enemy.. the HMGs purpose has already been defeated?
