If directors were paid a percentage of the profit they might be more budget conscious, but we'd also have to solve the Hollywood Accounting problem.

Hollywood accounting is seen as a killer feature to some, while those who are constrained by objective reality see it as problem to solve.

It's great if you're the accountant and you want to make sure that all profits show up in the place where your boss doesn't have to share any of them. It's terrible if you're someone who's been promised a share of profits that definitely exist but aren't showing up in the exact cell of the spreadsheet that'll get you paid.

If Steam, Netflix and all the other streaming services have taught me anything, money is only half of it. Steam has enabled tons of lower budget developers to make successful games and AAA doesn't mean good anymore. My favorite games are tend to be created by smaller studios as well.
Then for movies and tv shows, the accessibility of technology means that the small indie movie makers have a shot at making something decent too. Netflix was and still is showing us that non American shows can also be really good. Even YouTubers with a camera talking to a camera now is extremely high quality and entertains me almost as much as a 400 million dollar marvel movie.
