Okay, I zoomed in and risked my vision and sanity to read the blurry scans in the Car & Driver article linked in one of the comments. Some high/low points:
Mr. Bender spent 3 years making this. He slept on a cot in the paint booth in his shop.
The suspension and mid-mounted 2.3L engine are from a Pinto.
The top of the dash is stuccoed.
Two of the headlights are non-functional and just for looks.
"The egg-crate style rear grille is fashioned from egg-crate style egg crates."
Each door is raised by a pair of power antennas.
There's no air suspension, it really is low enough to get hung up on a manhole cover.

This page has an article from car & driver. He built two of them. One with a 2.3 four from a pinto and the other with a 2.8 V6. Suspension is also from a Pinto. Frame is made from electrical conduit - hopefully rigid, not EMT.

I’d love to see real world efficiency numbers. It’s not shaped unlike my geo metro, but I don’t efficiency was the primary purpose, what with the scoops and fins.
What the heck is it based on, anyways? Looks rear engined, but a single exhaust makes me think it’s not a beetle.
