I can explain what happened here. In the past year, management has been on a PIREP mission. Recently, we have a manager make it his personal mission to be even more of a hardass for getting pireps, even when we aren't required to be getting them.
This specific pirep was made by a controller who likes to put NEG VA and other useless stuff as a "fuck you" to management. But he's mormon.. so probably not those exact words...

Been around almost 3 decades. I can count on one hand the number of people with a sniff of power who have "personal missions" who've actually made things better or safer. Personal missions are almost always comprised of pedantic petty bs. Often "technically right". But always from somebody who's great at making sure I's are dotted and T's crossed, but crap at safety/skill.

naw just use a decoder. lol. no point in this mumbo jumbo any more. we aren't trying to save bytes here
some ATPs like em coded because less letters to read. I'm dubious that fewer letters actually changes the rate your brain processes information (see: spanish has waaay more syllables per minute than english, and chinese has way fewer than english, but the actual information exchanged per minute is about the same across all three languages). but when you do this shit all day every day, THEY definitely have all this stuff memorized!

Honestly, it's a bit like the matrix after a while... you just "see" all the "symbols".
I have been doing it so long, that it can take me longer to read and understand a "decoded" TAF/METAR etc than just looking at the codes.
For me, I don't think it's extra letters per se... for instance Thunderstorms vs TS, but more that a lot of the decoders:

Okay, can I just do a PSA on icing PIREPs for 737 drivers…. They are NOT looking for the temperature above the engine displays. They are looking for Outside Air Temperature…. Also know as OAT. Notice that on the 737 it says TAT there? Also known as Total Air Temperature…..
Hit prog, next page once, and you’ll find SAT or static air temperature in your FMC…. This is the same as OAT.
The amount of guys that I fly with that have no clue about this is ridiculous.

Both the 175 and all CRJs show them right next to each other. And people still report the wrong temp (TAT) and will try to explain why they’re right.

Interesting, in the EASA ATPL Instrumentation exam, a question specifically states that "a pilot will monitor TAT for icing conditions"

TAT is useful to know for when you should turn on your anti ice. OAT is useful to know for when you can turn off your anti ice.

It’s been awhile since I flew a 172, but the difference is negligible at those speeds. What does the book say? IIRC (which again, I’m probably wrong), it’s OAT.

I was just joking but you’re not wrong. Assuming the temp probe in my 1977 air vent dial thermometer is experiencing the full impact of my 105kt airspeed (0.15 mach!) at 5000ft and 10C the diff would be about 0.05C. 💪

I know most who I fly with just dont know or dont care to give the pirep in SAT but are very aware that TAI comes off at -40c. So no, just because they give their PIREPS in TAT doesn't mean they are always running their anti ice.

It did coincide, within an hour or so, of the start of Kilauea's lava fountaining episode, which put some amount of ash up to 20,000 feet in Hawaii this morning.
Assuming this wasn't an overseas flight, though, yes, I expect it's a joke.

The altitude of the pirep was FL200, at at that altitude the sky was clear above the observer.
Although if there was icing from 064 to 130 then I feel like some extrapolations could have been made.

When volcanos erupt, the ash goes into the air. The air, and therefore ash, circles the globe. Ash is bad for airplane engines, particularly turbine engines.
A volcano erupted in the Philippines yesterday. The ash cloud rose to 10k feet. Perhaps this is why the comment is relevant.
