how impossible is to fix a physically broxen cpu?

a friend is offering me a 7800x3d with a tiny broken edge but he says that it doesnt work, hes asking for 25 bucks, i might get it for even lower, im asking cuz is a really low price and the broken part is really tiny, even if it is not fixable it still is a cool cpu to have it as a keychain or something

Grind the pins off, drill a hole close to one corner and make it a key fob.

If it's a bent pin, then just unbent it

The AM5 series CPU do not have pins, they are land grid array(LGA), while AM4 is pin grid array(PGA).
With PGA, the pins are on the chip, and they insert into holes on the socket. With LGA, there are pads on the chip that make contact with pins(springs) in the LGA socket to make contact.
If he has a LGA chip that he says doesn't work, likely some of the pads on the chip are scratched/shorted and don't make good contact anymore. This is not likely to be fixable by OP or a normal IT shop.
