Who in Washington uses a a white dog with an orange backpack as their profile picture?

You probably haven't heard about this (yet?) but Romanian political news are blowing up as the head of one of the largest parties in the country has been spotted getting political advice from a cell number in Washington DC. This person uses a profile picture of a white dog with an orange backpack or maybe an orange vest / leash.
Does this ring any bells? Help us solve the mystery.

Of course, I'm asking because this is likely a well known political figure / influencer / journalist that people are aware of, based on their profile picture. Somebody to whom a political leader in another country might be inclined to take advice from. Not just any guy/gal with a dog as their profile picture.
