What is this thing on the back of Cherokee seats?

What are these holes in the back of the seats for? At first I thought cupholders but the seat doesn't lay down flat enough. For context this is in a PA-28-151 but I also saw it on a 28-201R

One allows the seat to slide forward, the other allows it to lean forward.

At the bottom of each hole is a lever. They unlatch the seat back so it can lean forward or recline back.

Just handles for you to use to flip the seats? Normally, they're just molded into the seat but someone seems to have done a bit of a fancy upholstery job on yours.
