I thought bruh always had a negative context to it. Like pointing out that someone is being a dumbass. Whereas dude could express a wide spectrum of emotions. Like your excitement at the prospect of your friend acquiring a new Dell, for example.
Dude has been used that way, too, since we were kids.
I used to (incorrectly) call these things "universal metaphors," to mean that they could be slipped in as a replacement for any word in any sentence and still be understood.

The '80s always felt like the most fun decade to me and I was way too young to have appreciated it, and 9/11 and the world being permafucked thereafter occurring when I was 16 always felt like a terrible hand to have been dealt, age-wise

It's just an informal way to address someone. It can replace 'dude' in most contexts. The inflection is everything.
