Is my tire fine?

Don’t know if my tire is bad it has a small tear not a hole more like a scrap of the tire I’m going to try and post the pic in the comments

The part of the tire that touches the road and wears away, probably fine. The part that isn't supposed to touch the road, probably cooked.
