I live in the Netherlands and kept complaining to my partner that no one here washes their hands. He always laughed it off, saying it's the same everywhere and other people just lie in the surveys (Dutch people see themselves as "very honest" about such things often).
He changed his mind real quick when we did a train-bus trip from NL all the way down to Macedonia. He said he's never seen literally every man wash their hands, especially the older men. It happened practically everywhere once we were in the Balkan area. All the gas station stops, restaurants, wherever. Now he tells everyone here that it's not normal how little people wash their hands.

There's a difference between personal hygiene norms and the cleanliness of public spaces. The first one has to do mostly with culture is my best bet, the second has to do with how much the state or municipality invests in keeping the public space clean. Richer countries will keep things cleaner generally because they have the resources for it.
In these richer countries, if there's racism, classism, etc. some neighborhoods will look clean and others less so based on whatever difference they discriminate on usually. So some places may get more frequent cleaning, better trash can placement, etc.
Another thing that can feed into this is how a minority perceives their acceptance and respect in that society. If they experience racism, they might also have a lack of respect for the majority and "their" society, and hence might just start caring less for public spaces as a consequence. Not saying it's right but I could see how it happens.

I don't see how this goes against what I explained. It has to do with wealth, resources, and how they're allocated. The Netherlands has had the wealth, resources, and opportunities politically to make this possible. I don't see what else could explain this, unless you think they like to have a messy public space for some strange reason.

Racism and classism were the addition for why you can also see this within countries or regions, the main explanation was wealth and resources.
It's not as simple as not throwing garbage on the street. The state controls how often it's cleaned, how often garbage is picked up from containers, where the trash cans are, how they are placed, etc. The garbage has to go somewhere. If there's no one hired to clean it, it's going to get messy quickly.
The less wealth, resources, political stability a place has, the less resources it can allocate to things like public space cleanliness. Unless you have these things, it's just hard for it to become a priority.
In the cases of inequalities within a country (the classism and racism): the state also controls which locations get these resources and with what priority. The greater the inequalities, the greater the differences within a country.

This is not such a difficult dilemma. In Bolu, they fined throwing garbage on the street and enforced it well, now the streets are clean. When rules are set and fines are imposed, people comply. People follow the communal rules if there are social or financial sanctions.
In addition, Turkey has urbanized rapidly. The person who threw fruit peels in the field in the village, now throwing packaging of his chocolate on the ground and his children grew up like this. Harmless village habit causing different results in the city.

In the Netherlands if you go to a village it’s much cleaner than in the city. You can also throw garbage here in the street with little legal repercussions, the police have better things to do. But there’s a very big chance someone walking on the street might tell you it’s not nice to do that.

These are all the same study. Yours is also a survey, countries which have more muslims will of course rate higher because of teachings in Islam, especially from the traditions of the prophet mohammed (even if they are lying). Self reported data is inherently flawed.
This meta analysis (essentially an average of many studies, the gold standard) finds that higher income countries wash after using the toilet more than low income countries. There's a clear trend.
While this 2015 survey found that balkans wash more, a more recent survey found that the top ranked countries for hand washing in Europe are Norway, Denmark and the United Kingdom. Romania ranks bottom. Essentially a reverse of this data.

But the first time I washed my hands in the kitchen sink before prepping dinner, my GF's head about exploded

I am not a germ-freak to ask for a sterile environment, you must have misunderstood me. Also, house cleaning is a thing, but not a daily thing to do.
I am simply advocating basic hygiene, which includes washing hand pre and post urinating/defecating as well as upon entering home after spending time outside. Also prior to a meal.

When I was in the Netherlands, I stopped using gender neutral bathrooms, and just went to women's only. Not because of safety reasons but just because the sheer number of men who would simply leave a stall, look themselves in a mirror and walk about without washing hands was making me not want to sit or breathe next to anyone lol
I wish I could say women wash their hands, but the truth is, women wash their hands in the Netherlands only more than men, which is still not good enough

I dont know others but as a Turk. I always carry 2 packets wetwipes in case of I have to use the restroom outside. I put them around the head of toilet and then sit on the wet wipes without touching the plastic side. Also, instinctly I can not get into toilet with a bottle of water or some packed foods even I know they will not be contaminated, I was shocked when I see Germans that fill up their bottles at the tap in the toilet.

84% Romania when about half of all residences DO NOT have working plumbing tells me someone is making shit up. And of the people WITH plumbing, half I'd say don't give a f or are not educated at all.
I think that it makes more sense and is more hygienic for yourself to wash your hands before using the toilet, rather than afterwards. If you are clean yourself, with no known transmissible diseases, your hands will undoubtedly be cleaner than anything you have touched before washing your hands.
Or you can do both, but that is 100% a waste of water and soap. And to bring some extra awareness: your phone, your wallet, your car interior and your money are much much much much MUCH dirtier than a hand that touched a pee-pee when using the toilet. (Assuming basic hygiene and cleanliness is adhered to by showering on a regular basis).
Oh and your toothbrush and pretty much anything in your bathroom contain poop particles. Have fun.

The reason for that is that Muslims have to use their hands with water to clean after toilet usage. So their hands are literally touching shit. Toilet paper use is allowed but only as an extra step and some schools disapprove it.
Meanwhile there is no contact between your hands and fecal matter using toilet paper. Both should wash it though

As a Turkish Family Background, I was raised to wash my hands before and after using the toilet; likewise, whenever I come in from outside, the very first thing I do is wash my hands—or disinfect them with *gül suyu* (Turkish *kolonya*). After all, we do wash our asses after taking a dump, so naturally, you have to wash your hands thoroughly with soap and disinfect them afterwards.
