ULPT Request: Neighbor threatening parents and kids.

I live in a complex of about 150 row homes. All the children play outside in the street (there’s lots of families). Riding bikes, street hockey, etc.
They generally make a bit of noise as kids do, but nothing into the evening.
There is one particular neighbour who has become agitated by the noise, and has started to harass parents , getting in their face calling them bad parents, and speeding up and down the 20km/h street endangering kids.
He will speed up, start filming the parents and agitate them, and try to get them to do something stupid so he has ground to stand on.
How the fuck do you deal with someone like this

Given the danger involved, perhaps calm ethical avenues should be explored. Maybe get a group of concerned parents together and consult a lawyer. A cease and desist letter from a lawyer might highlight how unacceptable the behaviour is. And, in a gesture of let’s all prevent an unhinged murder, perhaps the parent group could offer some money towards soundproofing materials.
I hate to recommend yielding to people with awful problem solving skills, but at the end of the day, you all want to survive this neighbour. And should things escalate, every reasonable action you take can only serve you well.

Call in a welfare check for them. I wouldn't antagonize him back - being that's already unhinged behavior you don't want to escalate. Who knows, maybe they'll get some help

If a large number of parents are concerned about his conduct, then a large group should approach him about it. The first time, have the rest of the group stay silent, and just get 1-2 spokespeople to state your case succinctly (probably to a Ring doorbell recording, so keep it friendly and manage your press). Jerks like this one usually call the cops in such situations, which will just give you more documentation of the weird behavior and two more people suggesting he stop acting a fool.

Call the emergency number when he’s driving. Also call the non-emergency number for all the other stuff. Ask them if they can find out if he’s mentally ill or has dementia because normal people don’t aim their cars at kids.

Yeah, I watched that Netflix show too, crazy lady didn’t like kids playing in the empty lot next to her house, eventually murdered one of the parents in “self defense.”

He sounds like a ticking time bomb.
Mail flyers to all the neighbors asking them to call the cops if they see him harassing children or speeding down the street.
He's the danger, not the kids.

this is a really great idea too. except I'm more of a jerk, so I say instead of mailing the flyers, put them up on all the light posts, like a lost dog poster, except, "Have you seen this man?" and warn people he may be a danger to their kids with his aggressive driving, behavior & speech.

ALWAYS record him, just be like just recording. Do not say anything mean to not push buttons or anything YOu HAVE to stay calm and collective. Teach the kids as well because someone is going to record something that is going to give you all the evidence you need.
Go to the police station and see if they would be willing to set up an officer if you had a planned a bunch of kids playing. Depend on your local police they might be all over this.

All those sweet recordings, its time to make him tiktok famus. Also make a youtube account all it is just videos of him. Make sure you add your sweet naraation voice as you record him. Try to do animal documenatary about it. Ah it is the Wild Disgruntle Neighbor, he is out patrolling his territory. Load noises spook him and his only defense is to yell angryly at them. Ah he as come out in the car and now needs to speed back and forth to mark his territory from all the small children that are a threat to him. Oh it looks like he has gotten brave enough to attempt to threat the parents of the children.. See how he is yelling this is how he asserts his dominanece by looking like an idiot while children are exisiting outside of his house.
Fox Piss or Fish Fertlizer his car vent after you follow him home to get his address.
Start listing stuff at his address on craigs list with shitty times to go to his house

Double down on the outside activities. Fill water balloons and throw em at his car every time he speeds past. He can get mad but it's not something you can take seriously for too long.
