This link may be helpful, generally you have to buy routes from existing contractors but you can also apply when there are openings. You must have a minimum of two trucks and two routes ( Last I checked few years ago).
Linehaul is power only and Fedex pays all approved tolls. You business also have to be Incorporated not an LLC and in good standing in your state.

Nah, they do have random O/O. There contracts go out for bid just like all contracts. If you are working with a reputable broker put them to work and see which contracts are coming up for bid.

We are one of the dedicated carriers for a certain broker, usually doing team loads, mostly round trips, recently with the market going up these are underpaid but that's probably the brokers fault.. And my managements ofc..

I only used to drive for one so my knowledge is limited. But I believe you have to bid on a route, which can be quite expensive. Like maybe into the millions.
