I found two interesting options that fit my budget.
Option 1:
Intel Core i5 12400f
GTX 1660 Super 6GB
16GB RAM (two T-Force RGB sticks)
H610m motherboard
1TB HDD
Option 2:
Ryzen 5 2600
RX 5700 XT 8GB
32GB RAM (two 8GB sticks and one 16GB stick) ASUS A320M-K-BR motherboard
128GB SSD and 512GB HDD

I'd go for AMD but that's not important, make sure the "SSD" is an "NVME"

What about SATA

I was thinking to build a custom black pc for game dev Specs Ryzen 7 9700X
RTX 5060 8GB
32GB DDR5 6000MHz (non-RGB)
B650M motherboard
512GB NVMe SSD
2×2TB HDD
700W Bronze PSU
Air cooler + airflow cabinet Are these enough?

Option1, but you have to tell the seller "Bro, just kick that 1660, and put me a 2060 6GB ir don't put notheing then i buy my 2060 on another place" the prize is the same and the 2060 will be a better opcion across the time over the 5700 XT, you will have a CPU to upgrade to DDR5 with the i5 and the h610 is better than the A320M-K, you have to tell him too that yo don't want that 1TB brick, you just want to play Resident Evil 9 and Alan Wake 2 with those HDD you will hear the shoot five minutes after you're dead

I actually have a machine running a 2700x and a rx 5600xt for today's gaming it struggles a lot. I know it's not the exact specs you're quoting for option 2 but I don't think you'll get very long without being frustrated.
The good thing that already been pointed out is that the upgrade on AM4 is still even though it's a dead socket quite good. You could in time swap out to a 5000 series CPU and upgrade the GPU and have even by todays standards a good rig. The Intel path is also upgradeable in the same sense with the 12900 being a good CPU but that option is very power hungry so the power supply may then be an issue.
If you can try before you buy, do it. Make your mind up on how they feel when playing. Good luck.

Just seen option 1 only has a 1tb HDD and no SSD. Stay clear unless you plan on getting an SSD/nvme. That will be dog slow

Option 2, great upgrade path and better GPU

I'd lead toward optiom 2,. as a 5700 is a much better class of cpu than a 1660
