That’s what I mean but all account of life in uk seems to require one when it comes to anything financial which is more confusing and frustrating 🤦🏻♂️🤦🏻♂️

It's the other way round. You absolutely must have one before you can work, but you can get one and not work. You're not breaking any rules.

You need an NI number to work or claim benefits. Neither of those apply to your parents if they've entered the country as presumably your dependents.
If they're trying to open bank accounts then banks accept other forms of identification.
If they're trying to pay tax then can do so via a self assessment and use a Unique Taxpayer Reference (UTR).

If you have a biometric residence permit (BRP) or eVisa
If you have a BRP or eVisa, you might have a National Insurance number already.
You can find it:
on the back of your BRP by logging into your UK Visas and Immigration (UKVI) account to view your eVisa If you do not have a National Insurance number, you must apply for one if you plan to work. You can only apply when you’re in the UK.

No it’s more just moving money over and opening accounts and stuff but it’s proving difficult without one

Oh no it’s not an E visa it’s a proper written one on their passport which makes it all the more confusing 🫠

Seems pretty simple to me: OP wants to know if her parents can get an NI number even though they are not employed. They need one for financial purposes but OP is struggling to assist them in obtaining one.

From my limited understanding I thought if you stayed here and were allowed to be here permanently you apply for one or are otherwise given one irrespective of wether you're going to work or not. Same as having a driving license and not driving.
