Where I live, when contractors do road work, it is expressly forbidden to face against traffic. Even if you are in the shoulder, even if you are all the way out in a farmer's field, you are not allowed to face your headlights into oncoming because too many people panic and crash.
I agree, I think it's good policy. Just adding to the discussion that most people on the road are ticking time bombs just waiting for some minor event to make them spaz out and wreck
I'm grateful for the lines when driving in twilight / darkness, the landscape blends and it can be hard to stay on the asphalt. Also, fog is a serious problem where I live, and the glass reflective beads can keep you from going into oncoming.
In non hazardous conditions though, yes, the average driver needs continuous instruction on where the wheels go
