I’m trying to register my QMWHEEL V20 Pro in (EU), but the transport authority (CSDD) rejected the files provided by the seller.
The seller sent me a 50-page CE-MD and CE-EMC Test Report, but the authorities say these are useless because they don't explicitly state the rated power and max speed.
What I need:
Does anyone have the official "EC Declaration of Conformity" (DoC) or a CoC for the V20 Pro that clearly lists:
Rated Power: 250W (not 750W/1000W)
Max Speed: 25 km/h
Standard: EN 15194
If you have successfully registered this bike in the EU, what specific document did you use? The factory emails are down, and the Alibaba seller keeps sending the wrong test reports. Any help or a PDF sample would be life-saving.

The max speed is 25 km/h and uses 250W, so why do you need to register it at all? Also, the badge on the bike clearly states the wattage and the max speed, they are plain paranoid if they suspect you forged it.

It might sound like paranoia, but it’s actually due to the strict new traffic laws in Latvia that took effect on May 1st. The rules have shifted from just looking at wattage/speed to how the power is delivered: The "Throttle" Factor: Under the new regulations, if a bike has a full-throttle mode (meaning it can move without you pedaling), it is no longer classified as a simple "e-bike." It is now categorized as a "self-propelled vehicle". Mandatory Registration: Because of this classification, any bike with a throttle must be registered with the CSDD (DMV equivalent) and display a registration sticker, regardless of whether it’s "only" 250W. Mandatory Insurance (OCTA): Once it’s a registered vehicle, you are legally required to buy OCTA (third-party liability insurance). The "Badge" Issue: Police are skeptical of the badges because many bikes (like the V20 Pro) are sold globally with "off-road" settings that can easily bypass the 250W/25kmh limit via the display settings. The authorities now prioritize the capability of the bike over what the sticker says.
