This is more of a side note than a direct answer to your title question. But I have friends in countries where they often cannot get direct shipments. What they do is have an intermediary receive the desired item and re-ship it to them. Naturally, this increases the shipping cost, but it does achieve the desired result. This might be an avenue you might investigate for the Happywheel or Freego if they are ebikes you would prefer.
