ULPT Request: Neighbor dude filming young kids day camp

There is a children’s day camp / pre-school (3-7 year olds) that opened up in a rural area recently. The neighbor to this camp / school is upset with this new business in his area and films the kids and the family drop off/ pick ups all day everyday. Apparently he told police that he intends to agitate. He films from his own property so I get it, it’s legal for him to do so, but it doesn’t seem right. What can be done?

I don't agree with the filming, obviously, but it's absolutely shit that his peace has been ruined. No one's home life should be ruined by without concent by the intrusion of noisy children, cares and cars.

It's a summer camp, so the noise is short-lived. But also, I mean, what about community? Kids need to have space too. If he doesn't want to be in society, then he can move into a forest or something. Groups of people make noise. Kids deserve things for them. In a functional society, everyone gives some leeway for everyone else. I don't see the issue. If he's upset about traffic and parking, he can petition his council for safe bike paths, public transport, and other traffic reduction measures. But filming Kids isn't the answer.

The camp has its own parking area and no one is ever near the guys property, his property is actually across the street and diagonal, doesn’t even border the camp. There’s also no way he can hear the kids, the property is large and there aren’t that many kids

I’m neither condemning or condoning the behavior, just pointing out that he isn’t breaking any laws. People want to go after others because they don’t agree with what they do, and think it’s wrong/illegal just because they don’t like it.

It’s suspicious behavior, something that you’re totally allowed to report… and the authorities are the ones to determine if it’s legal or not… there are many laws and I’m sure the police could come up with something to issue a citation or warning or something more aggressive

Suspicious behavior isn’t a crime. Being on your property recording is no different than your doorbell recording the general public view.
The cops “coming up with something” would be an illegal made up charge and a first year lawyer would have it tossed. They can search whatever they want and would not have a crime to legitimately prove

Stand on public property by the drop off with a sign stating that there is a man is recording them and their children at drop off daily. Point angry parent in his direction, or provide his publicly available address on the sign. He wouldn’t be doing it again if he was recording my kid.

Hmm. If the business is unlicensed and he's trying to get it shut down because of noise amd traffic, which would be fair if it was just started with no permission, he would need evidence and the drop offs and pickups would be the obvious thing to film... it might be he's not filming kids for the sake of filming kids, more gathering evidence of an inconsiderate business.
Kids day centres are noisy and parents are inconsiderate parkers.

I’m Sorry but I’d be pissed if a day camp opened up next to me if I lived in a rural area. This is very likely him being mad his peaceful existence has been shattered by the annoyances that come with parents and kids in and out all day. And if I were him I’d be posting here saying “ULPT daycare just opened up Next to me in a rural area, it’s loud and the traffic all day sucks, how can I shut it down”

Check local state stalking laws. People tend to think of stalking as just men creeping on women, but in most states the statutes are written to encompass far more.
It's generally a pattern of conduct that would cause a reasonable person to feel fear. Cops will often argue and not want to deal with it, but you could maybe post in online community groups with that state statute and explain why this guy is a stalker. Idk - may be too ethical to qualify.

It absolutely can be. In some states no, in many states yes. It doesn't matter if he's on his own property or if he's in public. If it's a pattern of behavior that would cause a reasonable person to feel fear or harassed then in many states it meets the legal definition of stalking or harassment.

Figure out his routine. Get a woman to meet him during his normal routine. Have her flirt with him and hopefully get a date with him. Then she starts going on a few dates with him then eventually he'll invite her over. She'll ask for his Wi-Fi info and password. BINGO now you're in. Park outside his house late at night with a used laptop that CANNOT be traced back to you or where you purchased it from.
