Help Picking Out Parts

I’m wanting to downsize my pc a bit it took awhile to finally find a case that would fit my current gpu because I enjoy it and it has been great.
I have most of the parts picked out but can’t decide on a cooler or motherboard. The cooler is mostly because I want to switch from an aio to an air cooler. But I have no clue about the motherboard because of mixed reviews.
This is the build I’m currently working on planning out.
Parts:
Case: Phanteks XT M3
CPU: Ryzen 7 7700X
GPU: XFX Speedster MERC319 7800XT
Ram: 32gb 2x16gb Corsair Vengeance
Storage: Samsung NVME 2tb and Seagate HDD 4tb
(not home so not sure if its a 980 or 990)
PSU: Corsair SF850
Case Fans: Arctic P12 Pro pst
Any help would be appreciated. I can add on the current build/list which parts I already own if needed?

what is your budget and what country?

I’m trying to keep the budget for those two parts at roughly $300 max. In total I just wanted to keep it cheaper than buying a new gpu so below $700 ish. And US. Out of the ones listed I have the ram, storage, gpu, cpu, and case fans. So the only new parts I would be getting would be the case, psu, motherboard and cpu cooler.
