It might be your brake pads need adjusting and that could be causing your cables to be loose and flopping around and you can try also adjusting your cable by turning brake nobs that screw in and out, one is near the hand brake and the other near the brake pads , I know when my brakes aren't stopping properly like they should, I all ways adjust the brake pads first before adjusting cables
