GPU: RTX 3070
CPU: Ryzen 5 5600x
RAM: 32GB DDR4
MOBO: MSI B450
PSU: 650W
Hi all, I'm kind of a PC noob but looking to upgrade my PC soon. My specs are as above and I'm looking to play mainly games like Forza and POE, as well as stuff like overwatch/assassins creed at 1440p 240hz ideally. From what i understand everything kind of needs an upgrade, so I'd like to put my budget at approximately 1600-2000USD. However I'm not necessarily looking for top of the line stuff, just hardware that justifies the price and can keep me going for a while.
Appreciate the huge favor if yall could give me some advice thanks.

$2000 is pretty much a new build budget, especially if you live close to a microcenter. for less than $700, you can get 9800x3D + MB + 32GB RAM. add rtx 5070 ti or rx 9070 xt, upgrade PSU, and you'd still be under $2000. if you want to save some money, just do what others are saying.

I would keep the current system and see how much I can get a 5070 Ti for, and wait for the upcoming 5800X3D re-release. Alternately, just get the 5070 Ti now and see for yourself if the CPU can't keep up in your games and then consider upgrading to AM5.
650w PSU is enough for 5070 Ti if it's a quality model. 5070 Ti will be more expensive than a 9070 XT for roughly the same raw performance but comes with less power draw, better hardware and software features and a lot more convenience, and likely more longevity.
150 more for the 5070 Ti is an easy choice but beyond that you should look into the features and decide if you need them: DLSS upscaler, MFG (great for the 240hz monitor), Reflex, Path tracing, RTX VSR, RTX HDR, Broadcast. Radeon equivalents have less support and often require 3rd party tools, in some cases (frame gen) work worse and in other cases just don't exist.

Just buy a new RX 9070 XT 16GB GPU for now for 700USD and wait the for 5800X3D CPU to be released and then buy that and swap out your current CPU.
The 9070 XT 16GB GPU is roughly 2x faster than the 3070, so even without switching the CPU you will see enormous gains in 1440p gaming.
No need to get new RAM or mobo like the other guy said. Utilize what you have mate.
Get the new GPU and enjoy.
Your current PSU will suffice, but you will have to change it if you were to add the 5800X3D in the future.

ryzen 7 7800x3d & 9070/9070XT combo should be perfect

Would i need to change the motherboard and PSU?
FlappableRandom@reddit
You would need to change to an AM5 board, DDR5 ram and a 750/850W PSU is recommended for those GPUs
