Why don’t Brits tip at restaurants or delivery?

We do, service is almost universally added to the bill now. Delivery is different, I will tip if there is some bonus point about it and only after I've checked to see if it's not damaged or screwed so after the driver has left.
Amount of smashed up bottles I've had due to bods flying over speed bumps and pot holes makes me cautious
