I fixed my multi-monitor video stuttering by disabling these 2 windows features

Watching youtube videos and playing videos in windowed mode or windowed fullscreen has been causing jittery playback for a long ass time. The problem only occurred when plugged into my GPU and not my motherboard.
Found in the comments of this thread here, my problem was solved entirely by taking these two simple steps to disable windows features (thanks windows...)

go to system>display>graphics>default graphics settings then disable "hardware-accelerated GPU scheduling"

search for "Game Mode Settings" in the windows search bar, then disable "Game Mode"
If you have playback issues on windows 10 or 11 please give this a shot, I hope this helps someone else.

My problem the same (play with VLC) but compeletely different cause, it will only stutter when connected to the internet and turn out thats due to LocalServiceNoNetwork somehow shoot up in Cpu usage and HDD usage everytime I connect to the internet. But if Im disconnected its plays just fine without stutter

Just a note: before you disable anything. - try to disable gsync/free sync in the secondary monitor while.
This has solved the problem for me while i play on my main monitor with a youtube on the secondary.

I unfortunately went through every nvidia option and it didn't make a difference in my application.

Yeah, I have to disable HAGS to fix weird stutter in VR games. BUT I have to enable it if I want to use DLSS Frame Generation, lol.
