Can I move my OS to a new built without losing data or programs/apps?

I'm gonna upgrade from a B450 Gaming PLUS MAX with a Ryzen 7 3700x to a Rog Strix B650E-E Gaming Wifi with a Ryzen 7 9700x soon.
In theory, I should be able to just put my SSD in the new built in Windows should download the necessary drivers automatically, but reading through other reddit threads, many still recommend a fresh install.
I've got some programs and plugins that were a pain to install or aren't available anymore, so I'd prefer to find another solution if possible.
Would an In-Place upgrade re-install windows, wipe old drivers and only install the necessary new ones while keeping my old programs and settings in tact?

Though it is an extra cost, a new SSD (or even a HDD) to clone the old SSD. If the swap of the old SSD to new platform results in issues, then at least you can go back.

You can, but you may run into stability issues.
