Velotric has some of the highest passenger rated capacity bikes I've seen some was up to 450 lb total weight capacity. They also have great waterproof ratings on their bikes and batteries, they also have sensor swap I'm 6'4 and fit comfortably on all different models of their bikes. Particularly the gomad is a tank and totally capable of matching what you looking for with and adjustable handlebar height me at 6'4 fit comfortably on it
I have the same bike, incredible purchase, I’m 5”11 and 235lb and that has absolutely no issue with me and hills/trails/sand. Beastly frame and tires, the right torque to get you not only up the hills, but it’s dual battery system will have you going for well over 100miles per charge. Hope this helps
Yeah, you’ll just want something with a solid weight rating and decent torque. Look for fat-tire or cargo-style e-bikes; they handle bigger riders way better. Something like an Eahora or even a Sur Ron style if you’re leaning more e-moto. Main thing: strong frame, good brakes, and enough power so it doesn’t feel sluggish. Don’t cheap out too much here; it makes a big difference.
Budget and location might help... Like if you got a surron and used it in certain places in the EU, I hear it'd be more likely to be impounded than in the US

Eahora Romeo and A8 Pro Max both are on the more expensive side tho.
