Reinstalled Windows 10 the other day, and now the fans spin much faster during gaming.

I recently reinstalled Windows 10 (was on 10 before too) and now the fans spin up a lot more during gaming than before. They spun up before too, but now it sounds like they go straight to 100% and stay there.
Also when I start my PC, some fans spin up a lot for a short time too. It happens when Im on the login screen and stops shortly after.
I didn't have any fan control software installed before to keep the speeds down, so I don't know why they spin up so much more now.
Don't know if it matters, but I upgraded from a 1080ti to a 3080ti a few months ago. Been using it a lot and the fans never spun up this much. Though, I'm not 100% sure which fans are actually going crazy. I think its the CPU or GPU, not the case fans. The case fans has sound I think I can recognize.
Anyone else experienced something like this?

It could be completely unrelated to the software. When was the last time you cleaned the dust from between your cpu radiator or off your fan blades? If it was built back in the 1080ti days there a good chance the dust is causing cooling issues. Download hardware monitor. Look at the cpu and gpu temps. Look at the fan speeds. Identify which component is the loud one. You can hold one case fan at a time to stop it and see if that's the noisy one.

It could also be that its the cpu working harder now. Previously the graphics was maxed out and the cpu didn't need to do a lot of work when waiting on the graphics card. Now that you are pushing more fps, the cpu has to work harder too and gets hotter. Still, check it out as I mentioned above.

The thing is though, Ive been using the new GPU for a few months. It never behaved this way before. It was just after I reinstalled Windows that the fans went crazy.
As for dust, I have done a simple cleaning not long ago. I even put down new thermal paste under the CPU.
It feels like there is something weird going on with the new install of Windows.

Fair enough, and it could be something in the software, but we need to gather all the info before we can find the problem.
Is it definitely the CPU fan? Check the speed using hardware monitor or some other software, or just take the side of your case off and physically look or stop the case fans for a second to check.
If it is the CPU fan, is the CPU actually hot and in need of cooling? Check temperature using monitoring software.
If it is not hot, you can check the fan curves in the bios. If you installed any of the usual bloatware that comes with the motherboard driver set chances are you also installed some form of fan management tool. If so, check to see what that is set to.
If it is hot then we need to find out why. If you've got a water cooled CPU system it could have done something like misconfigure the pump pin so your water isn't flowing, or some kind of hardware issue. It will be easy to figure out once we've gathered all the info.
