Remember seeing this in a book on the AR-15 described as a cunter sniper rifle version of the AR-15 considering it was the 90s that might have been the intent of the production a High Tec FBI/Federal Gov type sniper rifle most people then might have not know semi auto DMR/"sniper rifles" were a thing or had been for some time vs "regular cops and soldiers have Remington 700's and such

I can't tell you the model number but we had them when I was in the army in the late 00s early 10s. They were part of a "DMR kit" for old heavy-barreled M16s, which included the pictured scope mount and a not-pictured fore-end that had a mount for a Harris bipod.
They're a leftover from 80s and 90s conflicts where the Army found itself needing marksman rifles but not having enough to go around, which lead to a bunch of M14s being refurbished to fill the role.

When I looked that up, the scope and weird carry handle attachment don't seem to match so I think they did just add the cheek riser onto another rifle.
