Yes, because the existing lot size designation for the area, which was set long ago. In short, they were really lazy with zoning in the past, doing giant blanket zoning across far too large area, which made diversity of options really difficult. So they want to build more houses for normal income people than 3 car garage homes on 1/2 an acre.
