There's an old Looney Toons cartoon where Daffy scams Porky at a hotel. Porky is the hotel guest. Shortly after checking in. Daffy lets a mouse into the room. Naturally Porky calls to complain. Daffy sells/rents Porky a cat to deal with the mouse. Then the cat causes issues so now Porky needs a dog to deal with the cat. This continues with each animal getting larger. The last animal is an elephant. Which of course is dealt with by the mouse, so it starts the whole thing over again.

This is basically what would happen if you released coyotes in the sewers. They might get rid of the rats, but then you'd need something to deal with the coyotes.
