Hello, my friend streams Minecraft with Shaders on Tiktok, and while streaming His FPS drops below 50/60fps, He plays on 1080p, i'm thinking its the GPU bottlenecking,
but what do you guys think? GPU or CPU?

Monitor resource usage and find out, especially GPU. Just use the NVIDIA performance overlay, running minecraft with shaders and encoding video at the same time is very taxing on a card that's really oriented for 1080p gaming with <Ultra settings to begin with.
For CPU, Task Manager > Performance Tab > CPU Graph > Right click > Change to... > logical processors. If any of these graphs are pegged at 90-100% usage then a CPU thread is maxed out.

Doesn't sound like there should be any bottleneck at 1080p.
Make sure their stream settings are right. Use GPU HW encoder for least performance hit.

Check their utilizations with like MSI Afterburner or HWInfo64. Whichever is maxing out is the bottleneck.
