It's from a company called NearMap. My employer bus their services for the purpose of getting good imagery for our GIS maps. They do flights with a camera plane. It's 1x a year in small population centers and 3-4x a year in large population centers. I'm fairly certain they aren't flying over groom lake.

Someone bumped the "stealth mode" or "clocking device on" switch. So long as they didn't bump the anti-gravity button, it is still there.

Or bring one home to put in the drive overnight. Explain to the HOA it is not a camper and it has no commercial business markings on it. Then tow it away in the night and act like people are crazy thinking they saw "something" in the drive.

It’s an RCS test article for the EA-18G Growler.
Fairly late in the Growler programme the Navy became concerned that the old AN/ALQ-99 jammer pods would damage the electronics in the aft fuselage of the Super Hornet. To alleviate these concerns, Boeing wanted to see whether they could add RF shielding to the outside of the fuselage without wrecking the aircraft’s RCS profile.
This test article was built to evaluate that. It looks ‘stealthy’ because the parts of the airframe that weren’t modified were judged not relevant to the test and were covered with low-return shapes.
The test article was retained it case it was required for the Next Generation Jammer program.

It’s most likely the F/A-18 equivalent of the F-15SE Silent Eagle. A reworking of the whole plane to make it more stealthy and modern while being producible on the existing production line. These programs didn’t really work out since all they really have to offer is shorter development time while the aircraft ends up being less capable and more expensive than say an F-35.
