Unlikely for several reasons.
The reciprocating bolt would cut the rubber band when it moved back.
The force required to strip a round off a stripper clip that’s holding them by the rim is much greater than the force needed to push an unheld round up a magazine.
An AK mag is double stack, double feed, so the bolt is designed to strip a cartridge from alternating sides of the top of the mag. A stripper clip is single stack, single feed, so the bolt won’t strip rounds correctly.

The bolt is designed to pick a cartridge up from both sides, it’s just the the magazine only presents a cartridge on one side or the other. So if the cartridge is on the right, the right side of the bolt hits it, while the left side doesn’t hit anything, then for the next round, the left side hits the cartridge and the right side hits nothing.

Thanks! Sometimes, I think we forget that not everyone who might come into this subreddit is as knowledgeable about firearms as we are. And something like "Double stack/feed vs double stack/single feed vs single stack/feed" is a pretty niche bit of knowledge, when you consider that most people's knowledge of guns is pretty basic.
Better to educate where you can, even if the post seems obvious to us.

Some mags are nice, and will feed two rounds at a time. This can cause your firearm to enter a state of confusion and possibly hurt itself in its confusion.

I had an SKS for a while, those clips hold the rounds pretty tightly to keep them from falling out. You’d probably need even more spring tension than a regular AK magazine to feed them in even without considering that the clips don’t have a way to push rounds directly forward off of them. Short answer: no, long answer: noooo.

I've got them for my SKS and can verify they are very tough at times to push rounds out of.
I had one I had to throw away because it would never loosen up and damn near to a mallet to get the rounds to start feeding.

Still the answer is no, stripper clips don’t have feed lips to guide the cartridge into the chamber nor a cutout at the back to allow the bolt to strip it off the clip. So no fundamentally this would not work even if you had magic rubber bands.

No. Even if the rubber bands weren’t destroyed by the charging handle. If they could adequately lift the cartridges. It would just sling all of them up into the action at once. Hosing the entire operation.

No. Since there are no feed lips to control the cartridges, the rubber bands will just push them all the way up randomly without stopping. Feed lips make sure the rounds are exactly where they need to be in order to be picked up by the bolt. It’s a lot more complicated than simple spring tension upwards.

No, but the theory is there. The Fusil Automatique Modèle 1917 used an analogous system where the magazine clamshelled open to allow the loading of the en bloc clip with the magazine spring being a leaf type, IIRC

Even grinding the end of the stripper clip to accommodate for the bolt, the lips are still gripping the rim of the cartridge.
You would need some feeding lips inside the gun, think like a Madsen LMG or a Breda Model 34.

For starters, magazines don't push rounds up into the gun. They have feed lips that keep the rounds in a specific spot for the bolt to grab onto.
This also means that the rubber bands need to be weaker than the magazines springs, as there are no feed lips to push against.
Those feed lips don't just keep the rounds in a specific position, but orientation too. With this, the rounds will probably be facing too far left/right or up/down to feed correctly.
Even if this did magically work somehow, it's only going to work for the top few rounds. Theres no way the bottom rounds are going to be fed high enough without a spacer or something.
