How fit a washing line in existing hole?

You can buy a smaller pile love, sometimes they even come with a set of plastic sleeves so they can fit in most size holes

Is 38mm the inner diameter of the tube, the outer diameter, or the distance between the tips of the little prongs inside the tube?

It's the distance between the blue prongs. I have also never had to deal with this - being an adult is never ending treats like this! Thank you for replying 😊

Probably best to get one with a new insert into the ground. It looks like there are some spots on the metal around your one you could either get a hold of with some pliers, or if there are any small holes then put some rope through and yank it out. You can then put the new one wherever you want, or just take this one out so you have a smooth ground if you don't want a rotary dryer.

Thank you SO much! I swear I had tried to get the insert out previously but it wasn't budging. With your support I managed to get it out! I feel ridiculous but it always shows there's no such thing as a silly question! 😊

What you have there is basically one of these - its crimped metal spike with an adapter sleeve pushed into it to hold the pole (though your existing one liiks a little more fancy). You can either buy a plastic adapter to slide into the existing sleeve or just buy an appropriately sized kit from somewhere like Amazon or B&Q and use that instead.
