I think he is uniform. You can see his number on his collar.
It used to be that firearms officers would wear dark blue wooly pullys under their body armour as part of their uniform.

Those were called Fakir Torches and were typically zeroed for point blank for instinctive shooting. Heavy and crap.

I don't think they mounted to SLRs but apart from SA80s they could be fitted to MP5s and whatever rifle they RUC carried and possibly other stuff.

If it was like the flashlights the SAS used, they had what was basically a crosshair (or a dark spot in the middle of the beam) on the lens that was used for point shooting. Maybe its the same thing?

Those also covered the sights and were designed to clamp onto the MP5 like a claw mount and used because they could be use irons very well with gas masks, but this looks slightly more tactical hose clamps. It very well could be, but it doesn't look very stable.
