Is there any Linux distribution that ships a userland other than the GNU userland?

At my first job I used Solaris and AIX for years, and still prefer BSD's userland to Linux's. Over the time, Linux's overwhelming HW support eventually won me over. Though I still miss BSD's solid man pages and consistent tools. ( ifconfig in BSD vs ifconfig, iwconfig, miitool, vlan, brctl, ... in linux)
Why don't they have any stable distros with a Linux kernel with FreeBSD's userland? I've experimented with Starch Linux and MirOS, but both are pre-alpha.
