What can I do with a noisy neighbour who installed noisy bird deterrants on her balcony?

A neighbour of mine, living right above me, has tied plastic straps to her balcony railings. Every time there is a bit of wind, they flap really noisily. This noise is both irritating and constant. On hot days, whenever I open the window for fresh air, those flapping straps are a constant, maddening noise.
Talking with her has been futile. Not even an apology for the inconvenience. She claims she needs those to scare birds away. I mentioned that we all have issues with birds, but I haven't seen anyone else install noisy bangles on their balconies. I offered her a couple of alternatives (e.g. I myself put up spikes on my balcony railing to deter birds from landing, and it is working quite well).
Nothing. Her attitude has been “me, me, me.” Never before have I encountered a person so selfish and so indifferent to the nuisance she is causing.
The issue is silly, yet I work from home and have to deal with it every single day.
What can I do?

Check your lease. There may be clauses about not creating disturbances for neighbours.
It's quite likely. Most leases will have such clauses and could actually result in forfeiture in extreme cases and civil damages under the contract if not.

Our house on a (fairly) new build estate has it ad a covenant, so it's not limited to people in flats

Have you asked her to replace the plastic things with ribbons or use an ornament like a cat with light up eyes when it senses movement or maybe even makes a sound if something comes close enough, but not all the time.

Interestingly, I have the exact opposite problem. I live on the ground floor and the nasty old witch two floors up has taken it upon herself to throw handfuls of bird seed out of her window several times a day.
My windows are constantly covered in shit, and any attempt to talk to her about it is futile.

Keep a record of disturbances - times, durations, dates.

Is there a management company you can contact? You may have clauses in your lease restricting this and they can take action.

I'm sorry you're having this issue.
About a decade ago I was living in a house and my new neighbour put a windchime up in their garden. Didn't bother me at all but my ex couldn't sleep with it ringing overnight, so I knocked next door and explained. They couldn't have been more apologetic and took it down immediately... I only share this to let you know that your neighbour is definitely the problem here. Most people are reasonable!

Just keep asking her nicely, never being aggressive. Tell her it's effecting you negatively. If you do this every day or every other day then eventually she will just give in, i'd reckon. Be a polite nuisance.

I've been nothing but respectful and courteous. I've been messaging her politely, asking for alternatives. Nothing, last reply from her was "stop messaging me, you're disturbing me at my work"
She is incapable of any empathy or understanding.
