Winter tyres- which, where and when?

Hey guys, I've been looking at opinions about getting 17‑inch tires with rims in O tario, Canada, preferably over 18‑ or 19‑inch ones. I understand that for winter there may be a better option to have 17 inches.
I was curious to know:
- What are the best winter and snow tires that do not make too much noise?
I got the Michelin X‑Ice tires on my previous car, and they were not a smooth ride.
- Where do you recommend I get those tires? Would you recommend getting used tires from dealers or fresh, new ones? I would have to get new rims along with that.
- Is there a particular time that's best to purchase them, or should I wait until closer to winter? I see some April offers going on right now.

For the size of the rims, it all depends on the car. What the smallest than can fit over you brake caliper.
As of when about late August/September is a good time to start searching. You will get fresh inventory, not a set that have been sitting a year in a warehouse. So technically a year more before it dried out, unless you drive much and used them before they go bad by time.
As of which, also depends on car. But winter tire will be noisier by design vs a all season/summer tire

All studded tyres are very noisy on tarmac. They get quiet once the road gets covered in snow. You'll just have to live with it if you want good winter tyres.

How were X-Ices not a smooth ride? My car is like silk on them. And never buy used tires- no one gets rid of a perfectly good set of tires.

Unless it's wet out, I have the window down, and I get on the throttle hard, I hear nothing from mine, and they're 40 series 18's. Did you buy new ones, or used?

Got em from marketplace but as good as new. Barely driven. Or maybe because i put them on a 2009 Mazda. But i heard some people tell me x-ice can be noisy
