This is not true at all, by and large the majority of failed revolts were peasant lead and the majority of successful revolutions were lead by groups from higher social strata and caused by dissatisfaction in the upper class.
It is indeed a fact of the matter that peasant revolts are almost never successful and on the rare occasion they do manage to upend the system, they usually just lead to further chaos and struggle to allow for a reformed new system.
I'm not saying that it's 100% the lower class exclusively but rather anyone and everyone that chooses to fight against the System(tm), regardless of social/economic class. You can still belong to the upper echelons of society and yet be ostracized from the Powers That Be if you don't march in step with them.

And remember this: the Imperial need for control is so desperate because it is so unnatural. Tyranny requires constant effort. It breaks, it leaks. Authority is brittle. Oppression is the mask of fear.
Remember that. And know this, the day will come when all these skirmishes and battles, these moments of defiance will have flooded the banks of the Empires’s authority and then there will be one too many. One single thing will break the siege.
