I just upgraded my PC in stages, here's my benchmarks
MSAA x4 and AA x16, low everything, high models, 1280x960
I7 9700k & GTX 1070 - 190fps avg, didnt measure my 1% lows
9850x3d & GTX 1070 - 400fps avg, 205fps 1% lows
9850x3d & 9060xt 16gb - 800fps avg, 310fps 1% lows

Should be enough assuming you game at 1080p competitive settings. CS2's frametime variance is mostly CPU limited. A 5060 will consistently push ~300 fps at 1080p competitive settings, and certainly won't need anywhere close to 8GB.

ye I've seen a guy on youtube he had around 450-490 fps on avg on lower settings.
