CPU temperature recommendations

Hello,
I built my first pc 2 months ago and don't know much about pc in general. I paired a 9070xt with a Ryzen 5 9600x. While playing the last of us part 2, I get an average of 85 celsius on high settings 100-120 fps. I am nervous that my cpu can get damaged over time, I have a cpu tower fan. If I limit my fps to 65 in game I get 70 celsius temps. Is it fine to keep my cpu at high temperatures? Do you recommend to replace my fan with a liquid cooler?

My Phantom Spirit keeps my 9850x3d at stock settings at ~70-77c depending on the game. It'll spike to 95c when compiling shaders. I'll undervolt it soon for lower temps

at 100 will slow the speed to prevent burning out, is call thermal throttle and it can go up to 110 before burning, less if it's a 3D cache. I use to run CPU at that temp both Intel and AMD but with my new Ryzen 9800x3D I would be worry if it goes beyond 85 so I went with an AIO watercooling.

Thermal limit of the CPU is 95c.
Anything below the thermal limit is fine and nothing to worry about. Doesn't matter what your PC is doing.
These CPUs are actually designed to sit at its thermal limit 24/7 for years on end without issue.
Some games run the CPU harder than others, and its normal.
Nothing wrong going on.

One thing to keep in mind, there is a limit to cooling, and that relates to the environment where the computer operates.
You can only cool so much, and the warmer it is where the computer operates, the more difficult that is. The fan and tower are trying to move heat from the CPU into the environment where the PC is. If the environment is 65 degrees, that's not hard to push more energy into it. When the environment is 75 degrees it gets harder. Also if your environment has high humidity that can also cause issues with cooling.
Additionally, when spring/summer come around, that makes it harder to push the temperature down as well.
Your CPU is still operating within normal parameters, so I wouldn't worry yet. But keep an eye on it as the temperatures rise in your area.

Below 90 degrees is the target.

The throttle point for your CPU is 95c. According to AMD it can operate safely at that temperature. That said better airflow may help.

Everything is fine. Keep gaming.
