Do I need to upgrade CPU?

My current pc is i5-12400F NVIDIA 3070 Ti ASUS PRIMiE B660M-A RAM 16 GB
Sometimes I stutter in recent games. Since my CPU is kinda old, do I need to upgrade? Or the problem is the GPU?

12400F is not so old it isn't relevant. I was running a 10-series CPU until just a few months ago. Age is not so much the issue.
If it does not have enough speed that can show up as stuttering. But so can GPU issues. And driver issues, and storage issues, and optimization issues.
Then there's the difference between stuttering vs low overall framerate.
Nobody can answer your question with the limited information you gave.
No, the 12400 is not outdated / irrelevant.
