I am unsure which GPU to purchase

I am very confused on what GPU to purchase. My specs are as follows:
CPU: Xeon e3 1230 v2
GPU: Gigabyte RX 460 2GB
RAM: 16gb of DDR3
PSU: 300W with a 6pin PCIe connector
Motherboard: Intel H61 Express chipset
Case: Zalman T3 Plus Mini ITX
I am looking to upgrade. This PC is mainly for light gaming. I am in the US, and my budget is up to $100. I've tried google first however, that sadly was no help.

The PSU is the real constraint. 300W with a single 6-pin limits you to low power cards only, anything more demanding needs more wattage than you have.
For $100 the GTX 1650 is the practical ceiling for your setup. It runs on 75W from the slot alone with no external power connector needed, fits within your PSU headroom, and is a meaningful jump over the RX 460 for light gaming.
I'd browse https://best-gpu.com and filter to your budget to find the best value option available right now, then cross reference with eBay for used pricing in your area.

Your PSU is too weak for any other than 1650. Currently your GPU consumption is 75W that is close to cap of your PSU. If you buy any stronger that 95-100W card - your PSU will be overloaded and won't last long.

It's hard to recommend a GPU for an older system like this. The budget, PSU limitation, and the older platform limits what you can get. A used 1060 may be a solid option if you can find a decet used one. An RX580 could also work, but your power supply is likely borderline.
The above options are findable on a $100 budget, but not easy given how much GPU prices have gone up. You may have to settle for used. A 1660 or 1650 could also work used in your budget range.
If you want new, you are looking at a 1050 or 1050 Ti. Both are technically upgrades for the 460, but are not significant upgrades. The 1050 Ti is a better choice than the 1050 if you can fit it in your budget.
TLDR: 1660, 1060, or 1650 are all decent upgrades. Hard to find them in your price range. 1060 is probably the most likely to find in the $100 or lower range (likely refurbished and will need some hunting). If you want to avoid hunting for deals/refuribished/used options, the a 1050 is probably it. Maybe a 1050 Ti if you find a deal.
Disclaimer: Check for compatibility for the various cards and make sure your PSU has enough power to support them. I tried to base recommendations based on your 300W PSU and older motherboard/system.

Absolutely. I was going the used route, however as you did mention this is older hardware. Upgrading the PSU is an idea I am having since the PSU as mentioned limits a lot. Thank you for the help though, I am extremely new to PCs and hardware in general.

Oh then your options is much better. May I suggest 1650s or 1660s if you can find it. A 1660 normal is fine too. You have to find used because I don't think any new GPU go for $100 these day unfortunately
