So as the title says I want to get a ebike that would be street legal in Los Angeles thats budget friendly and goes faster than 20 mph with decent range I've look around and all the ones I've seen would need registration and lisence.

To be street legal in CA, you need a Class 1, 2, or 3 e-bike. Class 1 and 2 are out, because you want something that goes faster than 20mph. That is the maximum for Class 1 and 2. A class 3 e-bike is the only one that is legally allowed to go more than 20mph, up to 28mph pedal-assist only. Although they may have a throttle capped at 20mph.. If you are under 16 years old, then a class 3 would also be illegal for you to ride.
There are way too many of these out there to recommend. Just do a search for "Class 3 e-bike under $1k". You will find a lot.

If you want to stay fully legal in LA without dealing with registration stick to a Class 3 e-bike. Anything faster with throttle usually needs registration. I have seen people use 1 Dollar Montana for handling registration side of things

Get a Segway Xyber e-bike:)

It's not street legal if it's built or modified to be capable of exceeding the legal ebike speed limit. The Xyber does 35mph.

Show me 1 bike No any bike that can’t be “built” or “modified”. Soo technically Every bike in the world can go 35+ or faster should we just ban bicycles completely?

Modified, not modifiable.
