Looking for a PCIE 3.0 16x GPU (max €400) to replace my RTX 4060

My current GPU has developed terrible coil whine and I'd like something similar in performance to replace it.
My PSU has only 550W of power, but the CPU only draws 65W, so there should be a lot of headroom.
I've considered a Gigabyte 5060, but it seems like it'd be severely bottlenecked. Does AMD have anything quiet?

Mine "65W CPU" draw 150W in stress tests easy. For most CPUs labeled power draw just marketing BS. Coil whine is not depends on Nvidia or AMD, vendor matter here more than anything. And tier A brands like Asus ROG, MSI gaming X and Z, gigabyte aorus usually put higher quality coils on board but even they can't guarantied absence of wine. Other component that can add a lot of wine is PSU, if it old and cheap.

The RX9060XT is also a good pick. It's still pcie gen 5 of course, but as long as you aren't maxing out the VRAM that doesn't make that much of a difference.

Would you say the sapphire 8gb is alright? My 4060 seemed to do alright with it's 8gb. I'm more after noise levels than performance

9060xt which is under 400 euros for 16gb version in germany. If you can't afford the 16gb model in your region, I would go with whatever is cheaper between it and the rtx 5060. The 9060xt 8gb gets the full 16 lanes vs 8 on the 5060 and has more rasterisation but slightly worse feature set. The 9060xt is fairly low power and quiet as well.

Coil whine is normal and pretty much comes down to silicon lottery. You can try mitigating it by undervolting slightly but there is no guarantee it will go away even if you buy a new card.

I know, but it developed over time (now it's audible even on idle). That and my previous one didn't whine at all. I wish it was something manufacturers would pay attention to.

If they were to throw away chips with coil whine, we would see the prices of GPUs increasing multiple times even for lower-end models and everything on the level of 5070/9070 and up would become close to impossible to produce.

Due to PSU constraints, i'd probably just say a 9060 XT 16gb.
