A class IV laser, i.e one that has output of over 500mw, will INSTANTLY PERMANENTLY BLIND ANYONE WHO LOOKS AT THE LASER'S DOT. No. IR is not visible, but significant IR radiation will absolutely still blind people. It's one of the reasons you can't buy military powered active aiming devices (ie, ir lasers for use on rifles). In fact since IR won't trigger a blink response, a lower powered IR may be even more of a threat than a lower powered visible laser.

They don't just track license plates, they use facial recognition as well, and the data is far from secure.
They're also being used by government entities for all sorts of nobel purposes. Things like enabling cops to stalk their exes or track people for ICE to kidnap.

So I work with security cameras for a living. It sucks to say but you really are fighting an up hill battle. Use a paintball gun, laser, or whatever else reddit can cook up to disable the camera. Within a week it's just getting replaced on a service call. Even if you keep doing so it will just result in more service calls and eventually adding cages/enclosures or even more cameras in the area. All of these are charged service calls because warranty doesn't cover destruction of devices. So each camera you kill is literally just more profit for the mfg and installers.
You want to actually hurt flock? Make FOIA requests for the data it's collected. If the city/county/state paid for them with tax money then that data belongs to you. If it's in a suburban neighborhood then the HOA or management district is the one paying for it so go to those meetings and vote to get those taken down by rallying your neighbors to attend and vote with you.

Well you got lied to. The camera it's self, it's solar panel, the cellular unit, and the cat cable connecting them may have about a half dollar worth of copper in them. Copper is $3-4 a pound. The entire camera, cell unit, cable, and solar panel don't even weigh a combined 10 pounds that would get you to $40. And that copper price is based on bright clean stripped copper. You get pennies on the dollar for turning in unstripped cable, and electronics.
You'd make more money from scrap for cutting down the aluminum pole it sits on and turning that in.

Yes, but obviously only in designated paintball arenas- you definitely wouldn't want any of that to get onto sensitive electronic components, or to drip into keyholes, or covering any sensors/cameras of any kind, especially if you mix in dyes to make it your own deep/vibrant color!
...It would probably be difficult to actually get 2-part resin into a paintball, and use it, in a short enough time period for them not to just become solid pellets, though. Which would obviously still work on cameras, but like... at that point just use a BB gun or something.
Real talk: someone smarter than me should look at the feasibility of UV-printing resin paintballs, in such a way that they trap UV-reactive resin inside the pellet. Print them, cure the outside layer, launch them. They crack open, the still-raw resin splatters out, and the sun cures and hardens it. (Just find the least eco-harmful resin possible.)

And yeah the UV resin thing is simple in concept, it often happens involuntarily when you 3D print a hollow model but you forget to put holes in it, and since resin 3D printed stuff is made in the middle of a liquid resin vat, well... The hard part would be to calibrate the wall thickness to make it fragile enough to break on impact but not when it is fired.
