It's not bullshit, this is the standard.
For businesses intending to do a merger that are operating in multiple countries, they need merge approval for every single one of those countries, though in some countries, it may be so easy that it almost seems like you don't need one. Otherwise, they won't be able to do business serving that region. Both Meta and Manus have interests to serve the Chinese region, and you know what they say about following the laws in Rome.
