In terms of corruption, the main disadvantage of Portugal with regards to most other Balkan countries is that in other Balkan countries anyone can bribe a government employee, while in Portugal only the rich can do that.

Yea GDP of N.Macedonia is actually the same as in BiH, while Albania overrun MK by 10%. Bulgaria and Romania on the other hand had same GDP 20 years ago and now the difference is like almost three times higher.

As for Average wage, it's difficult to measure a lot of people work in the black (don't pay taxes or don't report their full wages) but I'd say anywhere from 500 to 650 euros net.

Just one small caveat:
When we talk about statistics, it's only regarding money flow through legitimate means. In all balkan countries, gray and black markets (economies) are massive, so in reality the average incomes are a bit higher.
Example: when you need your plumbing fixed and you call your neighbor who is handy and pay him 100€, that money doesn't get recognized in statistics. But the neighboor earned 100€...
